महाराष्ट्र राज्य मानवाधिकार आयोगात जवळपास ५० टक्के पदे रिक्त असल्याचे माहिती अधिकार कायद्यांतर्गत मिळालेल्या माहितीत उघड झाले आहे. आयोगासाठी मंजूर असलेल्या एकूण ५४ पदांपैकी सुमारे २८ पदे रिक्त असल्याचे पुढे आले आहे. ‘द यंग व्हिसल ब्लोअर्स फाऊंडेशन’चे सदस्य अॅड. कार्तिक जानी यांनी ही माहिती मागवली होती.

• महाराष्ट्र राज्य मानवाधिकार आयोगाच्या संकेतस्थळावर उपलब्ध माहितीनुसार २०२०-२१ या वर्षी एकूण २१,८२० प्रकरणे प्रलंबित आहेत. याचे प्रमुख कारण म्हणजे महाराष्ट्रात वाढलेले मानवी हक्कांचे उल्लंघन होय. वर्ष २०२०-२१ यादरम्यान आयोगाने एकूण १,०८३ प्रकरण निकाली काढली; परंतु फक्त १५ प्रकरणांमध्येच तक्रारदारांच्या बाजूने निर्णय लागला आहे. गेल्या पाच वर्षांत फक्त १५१ प्रकरणांमध्येच दिलासा मिळाला आहे. लोक आयोगाकडे खोट्या तक्रारी करत आहेत का, असा प्रश्न यामुळे निर्माण झाला आहे.
• २०१४ नंतर आलेख चढता – महाराष्ट्र राज्य मानवाधिकार आयोगाच्या वेबसाईटवरील प्रगती अहवालाचा तपशीलवार अभ्यास केल्यानंतर २००३-०४ पासून २०११-१२ पर्यंत दिलासा देण्यात आलेल्या प्रकरणांची एकूण संख्या २,०१२ आहे आणि २०१३-१४ पासून २०२० पर्यंत ही फक्त २५८ आहे. याचा अर्थ सन २०१४ नंतर मानवी हक्क उल्लंघनाच्या प्रकरणांचा आलेख वाढू लागला; परंतु त्या तुलनेत दिला जाणारा दिलासा खूपच कमी झाला आहे.
• पदे तातडीने भरावीत! – ‘द यंग व्हिसल ब्लोअर्स फाऊंडेशन’च्या जितेंद्र घाडगे यांच्या मते, ‘कर्मचाऱ्यांच्या ५० टक्के रिक्त जागांमुळे आयोगाचे कामकाज ठप्प झाले आहे आणि संपूर्ण राज्यासाठी फक्त तीन न्यायालये असल्यामुळे प्रलंबित प्रकरणांची संख्या वाढत जात आहे. राज्य सरकारने तातडीने सर्व रिक्त पदे भरावीत आणि न्यायालयांची संख्या दुप्पट करावी. जेणेकरून राज्यातील मानवाधिकार उल्लंघनाच्या सर्व पीडितांना न्याय मिळेल.
