While 34% of the additional police force is vacant for the security of the ministry, as well as 34% of the posts are vacant with the Mumbai Traffic Police. • अधिकारी स्तरावरील परिस्थिती – आकडेवारीनुसार, उपपोलीस आयुक्त (डीसीपी) पदांपैकी 20% पदे रिक्त आहेत, जे भारतीय पोलीस सेवा (IPS) अधिकारी आहेत. प्रस्तावित -42 पदे असून , 8 पदे रिक्त आहेत. तसेच, पोलीस उपनिरीक्षक पदांपैकी 20% पदे रिक्त आहेत (प्रस्तावित-1978, रिक्त 404), जे गुन्हे सोडवण्यात आणि गुन्हेगारांवर खटला चालविण्यात महत्त्वाची भूमिका बजावतात.
• पोलीस कर्मचाऱ्यांची 43% पदे रिक्त – दक्षिण विभाग, जो शहराचे हृदय आहे आणि जिथे बहुतेक उच्च भ्रू वस्ती आहे, या भागात निम्न पोलीस कर्मचारी स्तरावरील पोलीस दलात तब्बल 43% पदे रिक्त आहेत (प्रस्तावित-4295, रिक्त 1847).विशेष म्हणजे, मंत्रालय सुरक्षेला मान्यताप्राप्त कर्मचाऱ्यांपेक्षा 34% अधिक ज्युनियर पोलीस दल आहे (प्रस्तावित-385, कार्यरत-519). , तर वाहतूक पोलीस, जे वाहतूक व्यवस्था सुलभ करतात, त्यांच्या मान्यताप्राप्त संख्यापेक्षा 34% कमी कर्मचारी आहेत (प्रसत्वित-3835, रिक्त-1326).
• आर्थिक गुन्हे शाखेत 47% पदे रिक्त – आर्थिक गुन्हे विभागात (EOW) देखील अशीच स्थिती आहे, जिथे ज्युनियर पोलीस अधिकारी पदांपैकी 47% पदे रिक्त आहेत (प्रस्तावित-346, रिक्त 164). मुंबई-पुण्यात कंत्राटी पोलिसांची भरती? देवेंद्र फडणवीसांचा खुलासा

• मुंबई आणि पुणे शहरात कंत्राटी पद्धतीने पोलिसांची भरती करण्यात येणार असल्याचं बोललं जातं होतं. मात्र, राज्याचे उपमुख्यमंत्री देवेंद्र फडणवीस यांनी यासंदर्भात मोठा खुलासा केला आहे. मुंबई आणि पुणे संवेदनशील शहरे आहे. याठिकाणी कंत्राटी पद्धतीने पोलिसांची भरती होणार नाही, असं फडणवीस यांनी स्पष्ट केलंय. ते विधानसभेत बोलत होते.
• देवेंद्र फडणवीस म्हणाले की, कोणत्याही प्रकारे पोलिसांची कंत्राटी भरती होणार नाही. पोलिसांची 10 हजार पदे सध्या मुंबई-पुणे शहरात रिक्त आहेत, नवीन भरती होईपर्यंत दीड वर्षांचा कालावधी लागणार आहे. नवीन पोलिस प्रशिक्षित होईपर्यंत पोलिस दलातील इतर पोलिस मुंबई-पुणे शहरासाठी वापरले जातील. त्यांचा कालावधी अकरा महिन्यांचा असेल. पुणे-मुंबई संवेदनशील शहरे आहेत. त्यामुळे बाहेरच्या कंत्राटदारांकडून भरती केली जाणार नाही.
• राज्यात पोलिस भरती सुरु करण्यात आली आहे. 18000 पोलिसांची भरती केली जाईल. त्यामुळे राज्यात पोलिस मनुष्यबळ मोठ्या प्रमाणात उपलब्ध होईल. 1960 नंतर पहिल्यांदाच पोलिसांच्या संख्येची पुनर्रचना केली जाणार आहे. आता प्रत्येक स्टेशनला किती पोलिस अधिकारी पाहिजेत, किती कर्मचारी हवेत, किती लोकांमागे एक स्टेशन हवे, हे निश्चित केलं जाणार आहे. 1960 च्या लोकसंख्येनुसार नाही तर 2023 च्या लोकसंख्येनुसार पुनर्रचना केली जाणार आहे.18522 पदांना सुधारतील आकृतीबंधानुसार मान्यता दिली आहे, असंही फडणवीस म्हणाले.
• महिला सुरक्षा समिती स्थापन केली आहे .महिलांवरील अत्याचार प्रकरणे हताळण्यासाठी 27 न्यायालये आणि 86 जलद गती न्यायालये स्थापन्यात आली आहेत. बलात्कार आणि पोस्को कायद्याअंतर्गत प्रकरणासाठी 138 विशेष न्यायालये स्थापन केली आहेत. बलात्काराच्या प्रकरणात 60 दिवसात आरोपपत्र दाखल केले जात आहे. शाळा आणि महाविद्यालयांच्या ठिकाणी दामिनी पथकांची स्थापना करण्यात आली असल्याची माहिती फडणविसांनी विधानसभेत दिली.

मुंबई पोलीस दलात बाययंत्रणेमार्फत तीन हजार मनुष्यबळ

मुंबई पोलीस दलात सुमारे दहा हजार पोलीस शिपायांची पदे रिक्त असल्याने बाह्य यंत्रणेमार्फत तात्पुरत्या स्वरुपात तीन हजार मनुष्यबळ ( कर्मचारी) उपलब्ध करून देण्याचा निर्णय राज्य शासनाने घेतला आहे. राज्य सुरक्षा महामंडळाकडून हे मनुष्यबळ उपलब्ध केले जाणार असून, त्यांना सुरक्षाविषयक आणि बंदोबस्ताचे ( गार्ड व स्टॅटिक ड्यूटी) काम देण्यात येणार असल्याचे स्पष्ट करीत उपमुख्यमंत्री देवेंद्र फडणवीस यांनी पोलीस दलात कंत्राटी भरती केली जाणार नसल्याची ग्वाही बुधवारी विधिमंडळात दिली.

1. मुंबई पोलीस दलात बाह्ययंत्रणेमार्फत तीन हजार मनुष्यबळ सेवा राज्य सुरक्षा महामंडळाकडून उपलब्ध करून देण्यास गृहविभागाने २४ जुलै २०२३ रोजी शासननिर्णय जारी करून परवानगी दिली होती. त्यामुळे पोलीस दलात कंत्राटी भरती सुरू झाली, असा आक्षेप विरोधकांकडून विधानपरिषदेत मंगळवारी घेण्यात आला होता. यासंदर्भात फडणवीस यांनी बुधवारी सभागृहात सविस्तर निवेदन केले. “मुंबई पोलीस दलात शिपाई संवर्गातील सुमारे १० हजार पदे रिक्त आहेत. दरवर्षी सुमारे दीड हजार पोलीस सेवानिवृत्त होतात आणि त्यांच्या आंतरजिल्हा बदल्याही होतात. २०१९, २०२० आणि २०२१ मध्ये पोलीस भरती झालेली नाही.
2. आजार, अपघात आणि करोनामुळे ५०० पोलीस मृत्युमुखी पडले आहेत. राज्यातील रिक्त पदांचा विचार करून १४ हजार ९५६ पोलीस शिपाई आणि २१७४ चालक संवर्गातील आणि राज्य राखीव पोलीस दलातील पदे भरण्यास शासनाने मंजुरी दिली आहे. सध्या १८ हजार ३३१ पदांची भरती प्रक्रिया सुरु आहे. मुंबई पोलीस आयुक्तालयासाठी ७०७६ शिपाई आणि ९९४ चालक संवर्गातील पदे भरण्यात येणार आहेत. तरीही काही पदे रिक्त राहणार आहेत. भरतीप्रक्रिया आणि प्रशिक्षण पूर्ण होऊन पोलीस शिपाई उपलब्ध होण्यासाठी दीड ते दोन वर्षे लागणार असल्याने पोलीस आयुक्तांनी १७ एप्रिल २०२३ रोजी राज्य सुरक्षा महामंडळाकडून तीन हजार मनुष्यबळ उपलब्ध करुन देण्याची विनंती केली होती. त्यास राज्य शासनाने मान्यता दिली आहे”, असे फडणवीस यांनी स्पष्ट केले.
3. “प्रत्यक्ष पदभरतीचा कालावधी किंवा जास्तीतजास्त ११ महिन्यांसाठी या मनुष्यबळाच्या सेवा तात्पुरत्या स्वरुपात उपलब्ध करुन देण्यात आल्या आहेत. नियमित पोलीस शिपाई उपलब्ध झाल्यानंतर बाह्ययंत्रणेमार्फत नेमल्या गेलेल्या मनुष्यबळाच्या सेवा संपुष्टात येतील’, असे फडणवीस यांनी सांगितले.
   राज्य सरकारचेच महामंडळ असलेल्या राज्य सुरक्षा महामंडळातर्फे उपलब्ध करुन देण्यात आलेल्या जवानांमार्फत विविध केंद्र आणि राज्य शासकीय कार्यालये, व्यावसायिक प्रतिष्ठाने, सार्वजनिक ठिकाणे आदींसाठी नियमितपणे सुरक्षा वापरली जात आहे, याकडे फडणवीस यांनी लक्ष वेधले.
4. ‘सेवानिवृत्तांच्या नियुक्त्यांबाबतही विचार’ – बाह्यस्त्रोतांद्वारे कर्मचारी नियुक्त करण्याऐवजी ६२-६३ वयापर्यंतच्या इच्छुक आणि तंदुरुस्त सेवानिवृत्त कर्मचाऱ्यांच्या नियुक्त्या करण्यात याव्यात, अशी मागणी ठाकरे गटाचे आमदार अॅड. अनिल परब यांनी केली. त्यांचे प्रशिक्षण झालेलेच असते आणि दलात काम केले असल्याने सर्व बाबींची माहिती असते, असे परब यांनी नमूद केले. त्यावर त्यातून कोणते कायदेशीर मुद्दे उपस्थित होतील, हे तपासून या पर्यायाचाही विचार केला जाईल, असे फडणवीस यांनी सांगितले.
5. ‘कायदा अंमलबजावणी, तपासाचे काम नाही’ – या कर्मचाऱ्यांना कायदेविषयक अंमलबजावणी आणि तपासाचे कुठलेही काम दिले जाणार नाही, असे फडणवीस यांनी स्पष्ट केले. भरती प्रक्रिया आणि प्रशिक्षण पूर्ण झाल्यावर नियमित पोलीस शिपाई उपलब्ध होतील आणि या बाह्ययंत्रणेकडून उपलब्ध झालेल्या मनुष्यबळाची सेवा संपुष्टात येईल, असे फडणवीस यांनी सांगितले.

मुंबई पोलीस भरती आता कंत्राटी पद्धतीने, 3 हजार पदे भरणार

मुंबई पोलीस दलात तीन हजार कंत्राटी पोलिसांची भरती करण्याचा निर्णय गृह खात्याने घेतला आहे. राज्य सुरक्षा महामंडळामार्फत कंत्राटी पद्धतीने जास्तीतजास्त ११ महिन्यांसाठी ही भरती करण्यात येणार असून अशा प्रकारचा हा पहिलाच निर्णय आहे. मुंबई पोलिसांकडे मनुष्यबळाची तीव्र टंचाई असल्याने पोलीस आयुक्तांच्या विनंतीवरून गृह विभागाने हा निर्णय घेतला आहे.

राज्य सरकारी सेवेत कंत्राटी भरतीवरून वाद झाला असतानाच आता पोलीस दलातही कंत्राटी भरती केली जाणार आहे. मुंबई पोलीस दलासाठी शिपाई ते सहाय्यक निरीक्षक यांची ४०,६२३ पदे मंजूर करण्यात आली आहेत. त्यापैकी १० हजार पदे रिक्त असल्याने दैनंदिन कामकाजासाठी मनुष्यबळाची कमतरता आहे.
पोलीस दलात मनुष्यबळाची तीव्र टंचाई आहे. राजकीय नेत्यांच्या संरक्षणामुळे आणखी मनुष्यबळाची गरज आहे. दहीहंडी, गणेशोत्सव, नवरात्रोत्सव, रमजान, दिवाळी अशा सणासुदीच्या काळात बंदोबस्तासाठी अतिरिक्त पोलिसांची गरज भासते. त्यामुळे कंत्राटी पोलीस भरती करण्याचा पोलीस आयुक्तांचा आग्रह होता, असे गृह खात्यातील वरिष्ठ अधिकाऱ्यांनी सांगितले.

गरज का?

• राज्य सरकारने २१ जानेवारी २०२१ रोजी ७,०७६ शिपाई आणि ९९४ वाहनचालकांच्या भरतीला मंजुरी दिली आहे.
• ही भरतीप्रक्रिया आणि या शिपायांचे प्रशिक्षण पूर्ण होऊन हे मनुष्यबळ दाखल होण्यास दोन वर्षे लागणार आहेत.
• तोपर्यंत कंत्राटी पोलिसांची नियुक्ती ११ महिन्यांसाठी केली जाणार आहे.

बदल्यांमुळे पोकळी..

• संजय पांडे पोलीस आयुक्तपदी असताना त्यांनी तीन ते चार हजार पोलिसांना बदलीवर मुंबईबाहेर जाऊ दिले होते. त्यामुळे मोठी मनुष्यबळ पोकळी निर्माण झाली होती. आताही अनेक पोलिसांची मुंबईबाहेर बदली झाली आहे. त्यांना तेथे रुजू व्हायचे आहे. परंतु मुंबईतील मनुष्यबळाच्या कमतरतेमुळे त्यांना जाऊ दिले जात नाही, असे सांगण्यात येते.

मुंबईतील पोलीस भरतीमध्ये गैरप्रकार घडल्याचे उघड झाले असल्याने भरती प्रक्रिया रद्द करून फेरपरीक्षा घ्या अशी मागणी कॉंग्रेस प्रदेशाध्यक्ष नाना पटोले यांनी मुख्यमंत्री, उपमुख्यमंत्र्यांसह पोलीस महासंचालकांकडे केली आहे. हायटेक कॉंपी, कमी गुण मिळालेल्या उमेदवारांना पात्र ठरवणे, भरतीसाठी लाखो रुपये घेणे, पात्र विद्यार्थ्यांना वंचित ठेवून भ्रष्ट मार्गाचा अवलंब केलेल्यांना पोलीस दलात भरती करणे अशा अनेक तक्रारी यासंदर्भात आल्या असल्याचे नाना पटोले यांनी म्हटले आहे.

1. मुख्यमंत्री आणि उपमुख्यमंत्री यांना यासंदर्भात पटोले यांनी पत्र पाठवले आहे. या भरती प्रक्रियेची स्वतंत्र यंत्रणेमार्फत सखोल चौकशी करून दोषींवर कडक कारवाई करावी अशी मागणीही त्यांनी पत्रात केली आहे.
2. मुंबई पोलीस दलात झालेल्या भरती प्रक्रियेतील गैरप्रकारांची विशेष चौकशी पथकामार्फत (एसआयटी) चौकशी करण्यात यावी अशी मागणी विधान परिषदेतील विरोधी पक्षनेते अंबादास दानवे यांनी आज पोलीस महासंचालकांकडे केली.
3. अंबादास दानवे यांनी पोलीस महासंचालक रजनीश सेठ यांची भेट घेऊन त्यांना यासंदर्भात निवेदन दिले. 7 मे रोजी मुंबईत झालेल्या पोलीस भरतीमध्ये पुढीलप्रमाणे गैरप्रकार झाल्याचे दानवे यांनी निवेदनात नमूद केले आहेत.
4. पोलीस भरतीमधील गैरप्रकारांच्या निषेधार्थ 24 मे रोजी काही उमेदवार आझाद मैदानावर उपोषण आंदोलन करण्यासाठी गेले होते, परंतु पोलिसांनी त्यांना हाकलून लावले तर काहींना गाडीत कोंबून पोलीस ठाण्यात नेण्यात आले.
5. चार गुन्हे दाखल होऊनही निकाल केला जाहीर – पोलीस भरतीमधील गैरप्रकारांबाबत चार स्वतंत्र गुन्हे दाखल झाले आहेत. त्यानंतरही परीक्षेचा निकाल 17 मे रोजी जाहीर केला गेला. शासनाच्या धोरणाप्रमाणे टीसीएस, आयबीपीएस या संस्थांच्या माध्यमातून भरती प्रक्रिया पारदर्शकपणे राबविणे आवश्यक असतानाही त्याचे पालन केले गेले नाही. ही बाब अत्यंत गंभीर असल्याचे निवेदनात म्हटले आहे.
6. कमी गुण मिळवणारे उमेदवारही पात्र – गुणवत्ता यादीसाठी ठरवण्यात आलेले गुण न मिळालेल्या विद्यार्थ्यांनाही भरतीसाठी पात्र ठरवण्यात आले. आर्थिक दुर्बल गटातील 118 गुण असणारा विद्यार्थी प्रतीक्षा यादीत आहे, तर 116 गुण असणाऱया विद्यार्थ्याला पात्र ठरवण्यात आले. शारीरिक चाचणीमध्ये गुणवत्ता यादी 36 गुणांवर लागली तरी 35 गुण असलेल्या उमेदवाराला लेखी परीक्षेस बसण्यास परवानगी दिली गेली. शारीरिक परीक्षेत पात्र असूनही अनेक उमेदवारांना लेखी परीक्षेचे हॉल तिकीट देण्यात आले नाही.
   • पोलीस भरतीच्या लेखी पेपरवेळी मोठय़ा प्रमाणात हायटेक कॉफी करण्यात आली.
   • परीक्षा पेंद्रावर प्रवेश करताना काही उमेदवारांची बायोमेट्रिक घेतली गेली, तर काहींची घेतली गेली नाही.
   • पोलीस पर्यवेक्षकांनी काही उमेदवारांना मोबाईलमध्ये उत्तरे सर्च करून दिली.
   • स्पर्धा परीक्षा समन्वय समितीने पुराव्यासहित दहिसर पोलीस स्टेशन येथे यासंदर्भात तक्रार करूनही दखल घेतली गेली नाही.
   • मेरिटमध्ये कमी गुण असणाऱया उमेदवारांकडून पैसे घेऊन त्यांची नावे मेरिटमध्ये समाविष्ट केली गेली आणि जास्त गुण असलेल्या उमेदवारांना डावलले गेले.
   • शारीरिक चाचणीमध्ये काही उमेदवारांकडून पैसे घेऊन त्यांना गुण वाढवून देण्यात आले.
   • पोकळ भरती करून घेण्यासाठी विद्यार्थ्यांकडून आर्थिक लाभ घेऊन मेरिट लिस्टमध्ये नावे समाविष्ट करण्यात आली.
   • उत्तरपत्रिकेवर कोणीही नाव व नंबर लिहू नये असा नियम ठेवूनही पर्यवेक्षकांनी काही उमेदवारांना नाव व नंबर लिहायला सांगितले.
7. या पत्रात पुढे असे म्हटले आहे की, पोलीस भरती प्रक्रियेत जास्त मार्क असलेल्यांना वगळून कमी मार्क्स मिळालेल्या मुलांना भऱती करून घेण्यात आले आहे. शारिरिक चाचणीमध्येही पैसे घेऊन गुण वाढवण्यात आले, शारिरिक चाचणीत पात्र असणाऱ्या विद्यार्थ्यांना लेखी परिक्षेपासून वंचित ठेवण्यात आले. पोलीस दलात भरती होण्यासाठी काही मुलांकडून 15-15 लाख रुपये घेण्यात आले असून या माध्यमातून कोट्यवधी रुपयांचा घोटाळा करण्यात आला. पात्र विद्यार्थ्यांना वंचित ठेवून भ्रष्ट मार्गाचा अवलंब केलेल्यांना पोलीस दलात भरती करण्यात आले. अशा प्रकारच्या तक्रारी या भरती प्रक्रियेतील मुला-मुलांनी आमच्याकडे केल्या आहेत.
8. पोलीस दलात अशा प्रकारे भ्रष्ट मार्गाचा अवलंब करून भरती केल्याच्या ज्या तक्रारी येत आहेत त्या गंभीर आहेत. या पोलीस भरती प्रक्रियेची स्वतंत्र यंत्रणेमार्फत सखोल चौकशी करावी व त्यात जे दोषी आढळून येतील त्यांच्यावर कारवाई करावी. मुला मुलींच्या तक्रारी पाहता पोलीस भरती प्रक्रियाच संशयास्पद वाटत आहे म्हणून मुंबईत पार पडलेली पोलीस भरतीची प्रक्रिया स्थगित करुन परिक्षा पुन्हा व पारदर्शक पद्धतीने घ्यावी, असे काँग्रेस प्रदेशाध्यक्ष म्हणाले.
