Allowance of Rs.5000 to Apprentices under ‘MAPS’

The Apprenticeship Training Scheme is implemented annually in the state under the decision of the Ministry of Skill Development and Entrepreneurship of the Central Government to encourage the apprentice candidates in Maharashtra. The government had decided to give an allowance of Rs. 5,000/- per month to these apprentice candidates under ‘MAPS’ under the Maharashtra State Apprenticeship Promotion Scheme.

The Directorate of Vocational Education and Training has taken the initiative to implement the Maharashtra State Apprenticeship Promotion Scheme (MAPS) by the Government of Maharashtra with the aim of providing employment and training to the youth of the state. Under this scheme, 75 percent of the scholarship or Rs 5 thousand, whichever is less, will be given to the trainees. More than one lakh apprentice candidates in the state will benefit from this scheme. More than 75 crores have been distributed by the state government for this scheme.

महाराष्ट्रातील शिकाऊ उमेदवारांना प्रोत्साहन देण्यासाठी शिकाऊ उमेदवारी प्रशिक्षण योजना केंद्र सरकारच्या कौशल्य विकास व उद्योजकता मंत्रालयाचा निर्णयाखाली राज्यात दरवर्षी राबविण्यात येते. या शिकाऊ उमेदवारांना महाराष्ट्र राज्य शिकाऊ उमेदवारी प्रोत्साहन योजनेअंतर्गत ‘MAPS’ अंतर्गत आता दरमहा ‘पाच हजार रुपये’ भत्ता देण्याचा निर्णय शासनाने घेतला होता.

राज्यातील तरुणांना रोजगार आणि प्रशिक्षण देण्याच्या उद्देशाने महाराष्ट्र सरकारने महाराष्ट्र राज्य शिकाऊ उमेदवारी प्रोत्साहन योजना (MAPS) लागू करण्यासाठी व्यवसाय शिक्षण व प्रशिक्षण संचालनालयाने पुढाकार घेतला आहे. या योजनेंतर्गत शिष्यवृत्तीच्या 75 टक्के किंवा रुपये 5 हजार यापैकी जे कमी असेल ते प्रशिक्षणार्थींना दिले जाणार आहेत. या योजनेचा फायदा राज्यातील जवळपास एक लाखांपेक्षा जास्त शिकाऊ उमेदवारांना होणार आहे. राज्य शासनाकडून या योजनेसाठी ७५ कोटींपेक्षा जास्त रक्कम वितरित केली आहे.

1. औद्योगिक अस्थापनांमध्ये उपलब्ध असलेल्या पायाभूत सुविधांचा विनियोग करून कुशल कारागीरास आवश्यक असलेले प्रशिक्षण देण्यासाठी शिकाऊ उमेदवारी प्रशिक्षण योजना राज्यात दरवर्षी राबविण्यात येते. शासनाने नुकत्याच घेतलेल्या निर्णयाचा राज्यातील एक लाखांपेक्षा जास्त विद्यार्थ्यांना फायदा होणार असून, यासाठी अंदाजे ७५ कोटीपेक्षा जास्त रुपये व्यवसाय शिक्षण व प्रशिक्षण प्रादेशिक कार्यालयाकडून वितरित करण्यात आले आहेत.
2. सरकारी, निमशासकीय आणि खाजगी आस्थापनांमध्ये शिकाऊ उमेदवारांच्या प्रशिक्षण योजनेंतर्गत शिकाऊ उमेदवारांची भरती वाढवण्यासाठी प्रशिक्षणार्थी प्रशिक्षण योजनेला पूरक म्हणून महाराष्ट्र शिकाऊ प्रशिक्षण प्रोत्साहन योजना 2021 मध्ये मंजूर करण्यात आली. सध्या राज्यातील बेरोजगार उमेदवारांच्या संख्या पाहिल्यास शिकाऊ उमेदवारी योजनेची व्याप्ती वाढवणे आवश्यक आहे. यासाठी शासनाकडून नवनवीन योजना दरवर्षी आखल्या जात आहेत. याआधी केंद्र शासनाकडून नॅशनल अप्रेंटीसशिप प्रमोशनल स्कीम (NAPS) अंतर्गत संबंधित अस्थापनेला शिकाऊ उमेदवारी प्रशिक्षण योजनेच्या प्रत्येक उमेदवारासाठी प्रतिमहा दीड हजार रुपये भत्ता संबंधित अस्थापनाकडे केंद्र शासनाकडून वर्ग केला जात होता.

Apprenticeship Promotion Scheme Details GR Published

As per the Government GR regarding the Apprenticeship Promotion Scheme in Maharashtra is that the candidates will receive a tuition fee of Rs.5000, Under the National Apprenticeship Candidacy Promotion Scheme, Apprentices who are not availing the benefit of tuition stipend will be directly paid Rs.5000/-. The Department of Industry, Employment, Skills and Innovation released a circular in this regard. The scheme will be implemented through the MahaDBT website next year. In the financial year 2022-2023, the pending tuition fees have been instructed to be distributed offline.

Under the Maharashtra Apprenticeship Candidate Promotion Scheme, Apprenticeship stipend will be given in the form of direct benefit (DBT) through MahaDBT. The said stipend is in addition to the stipend given under the Apprenticeship Training Scheme, 75% or 5000 rupees whichever is less will be given.

The Maharashtra Apprenticeship Promotion Scheme was approved in 2021 to complement the Apprenticeship Training Scheme to increase the recruitment of apprentice candidates under the Apprenticeship Training Scheme in Government, Semi-Government and Private Establishments. A cell will be established at the directorate level to implement this scheme. It has been mentioned that it has been approved to spend five percent of the funds for this purpose. Also, the scholarship will be distributed to all the beneficiaries through DBT through accurate details. 

Maharashtra Apprenticeship Promotion Scheme (MAPS)

The Maharashtra government has decided to implement the Maharashtra Apprenticeship Promotion Scheme (MAPS) with the objective of providing employment and training to the youth of the state. The scheme aims to provide employment and training to 5 lakh well-educated unemployed youth in the next 5 years. Under this scheme, 75% of the stipend or Rs 5000 whichever is less will be provided to the apprentice.

Objective of the Scheme

The main objective of the scheme is to promote apprenticeship training and to increase the engagement of apprentices from present 2.3 lakh to 50 lakh cumulatively by 2020.

Components of the Scheme

The scheme has the following two components.

1. Sharing of 25% of prescribed stipend subject to a maximum of Rs. 1500/- per month per apprentice with the employers. The stipend support would not be given during the basic training period for fresher apprentices.
2. Sharing of basic training cost in respect of apprentices who come directly to apprenticeship training without any formal trade training. Basic training cost will be limited to Rs. 7500/- for a maximum of 500 hours/3 months.

शिकाऊ उमेदवारी प्रोत्साहन योजनेअंतर्गत उमेदवारांना पाच हजार रुपये विद्यावेतन, राज्य शासनाचा निर्णय

महाराष्ट्र शिकाऊ उमेदवारी प्रोत्साहन योजनेंतर्गत प्रशिक्षणार्थ्यांना विद्यावेतन महाडीबीटी मार्फत थेट लाभ स्वरुपात (डीबीटी) देण्यात येणार आहे. सदर विद्यावेतन हे शिकाऊ उमेदवारी प्रशिक्षण योजनेंतर्गत देण्यात येणारे विद्यावेतनाव्यतिरिक्त अतिरिक्त स्वरुपात ७५ टक्के किंवा पाच हजार रुपये यापैकी कमी असलेले विद्यावेतन देण्यात येणार आहे. राष्ट्रीय शिकाऊ उमेदवारी प्रोत्साहन योजनेंतर्गत विद्यावेतनाचा लाभ न घेणाऱ्या शिकाऊ उमेदवारांना महाराष्ट्र शिकाऊ उमेदवारी प्रोत्साहन योजनेंतर्गत थेट स्वरुपात पाच हजार रुपये विद्यावेतन अदा करण्यात येईल.

उद्योग, रोजगार, कौशल्य आणि नाविन्यता विभागाने या संदर्भातील परिपत्रक प्रसिद्ध केले. शासकीय, निमशासकीय आणि खाजगी आस्थापनांमध्ये शिकाऊ उमेदवारी प्रशिक्षण योजनेंतर्गत शिकाऊ उमेदवारांची भरती वाढवून प्रोत्साहन देण्यासाठी शिकाऊ उमेदवारी प्रशिक्षण योजनेस पूरक ठरणाऱ्या ‘महाराष्ट्र शिकाऊ उमेदवारी प्रोत्साहन योजनेला २०२१मध्ये मान्यता देण्यात आली होती. ही योजना कार्यान्वित करण्यासाठी संचालनालयाच्या स्तरावर कक्ष स्थापन करण्यात येईल. त्यासाठी पाच टक्के निधी खर्च करण्यास मान्यता देण्यात आल्याचे नमूद करण्यात आले आहे. तसेच सर्व लाभार्थीना अचूक तपशीलाद्वारे डीबीटीच्या माध्यमातून विद्यावेतनाचे वितरण केले जाईल. पुढील वर्षी महाडीबीटी संकेतस्थळाद्वारे ही योजना राबवण्यात येईल. २०२२ – २०२३ या आर्थिक वर्षात प्रलंबित विद्यावेतन हे ऑफलाईन पद्धतीने वितरित करण्याच्या सूचना देण्यात आल्या आहेत.

Key Features of National Apprenticeship Promotion Scheme (NAPS)

1. Wider option for the apprentices-integration with other schemes – Courses approved by State Government/Central Government such as PMKVY, DDU-GKY etc. shall be linked with apprenticeship training. These courses will be given status of optional trades & the relevant practical content for on-the-job training shall be added by respective course approving authority.
2. Ease of Administering through technology – A specially designed online portal “www.apprenticeshipindia.org” shall be used for administering the entire implementation of the Apprenticeship Training online. It shall facilitate the requirements of all key stakeholders such as Candidates, Industry, DGT, RDSDEs, NSDC, SAA, SSDMs and BTPs
3. Involvement of States/UTs – As per the Apprentices Act, monitoring of apprenticeship training in State Public Sector Undertakings and Private Sector Establishments is done by the respective State Governments. States have a very important role in implementing the programme as most of the smaller Industries and MSMEs come under the State jurisdiction. Hence sensitizing the states & State Skill Development Missions (SSDMs) & also officers up to the District level, on the intent of the reforms becomes critical & a matter of priority. The District Skilling Committees being promoted by both the Central and State governments will be mandated to identify apprenticeship opportunities in their district and ensure appropriate utilisation of same.
4. Promoter and Facilitators/Third Party Aggregators (TPA) – Since this scheme involves multiple stakeholders, the role of facilitators or Third Party Aggregators (TPAs) becomes important for mobilizing the apprentices, mapping their preferences with the demand from the establishments for apprenticeship opportunities posted on the portal, and helping the establishment in identifying Basic Training Providers. TPAs are engaged as per the guidelines issued by MSDE for their selection.

Implementing Agencies for NAPS

The Regional Directorates of Skill Development and Entrepreneurship(RDESE) under Directorate General of Training (DGT) are the implementing agencies in their regions in respect of all “Designated Trades” under the Act for all establishments falling under the Central Government jurisdiction. National Skill Development Corporation (NSDC) and CEOs of the Sector Skill Councils are the implementing agencies in their sectors in respect of “Optional Trades” for the establishment under the Central Government jurisdiction.

The respective State Governments are the appropriate authorities in respect of any establishments other than those falling under the Central Govt. jurisdiction. State Apprenticeship Advisers (SAA) are implementing agencies in their regions in respect of all “designated trades” a well as “optional trades” for State Public Sector Units and private establishment falling under their jurisdiction as per the Apprentices Act 1961. They may also appoint the “Mission Directors” of the respective State Skill Development Missions (SSDMs) to act as implementing agency for all establishments under the State Government jurisdiction, in respect of “Optional Trades”.
